Overview

The City of Atlanta Ethics Office is an independent office within the Atlanta City government. The organization is responsible for conducting ethics investigations, providing ethics training, and managing financial disclosures for the City of Atlanta’s 9,000+ employees.

Challenge

The City of Atlanta Ethics Office approached Zertia seeking a web application development partner to create a custom website that fully automates the City’s 5 key disclosure forms, including the Annual City Financial Disclosure Statement, Gift to City Report, Expense Reimbursement Report, Conflicts of Interest Disclosure Report, and Ethics Complaint. The key to the success of this solution would be working closely with the City of Atlanta team to fully define the unique business requirements and provide a strategic technology implementation focused on the following key benefits:

• Decrease the City administrator’s time spent managing the system by fully automating manual tasks and processes and providing a web-based administration console.
• Provide easy access and self-service capabilities for the City employees to file disclosure forms, view real-time information provided in the reports, and review the assets and income sources of elected officials and certain employees for actual and potential conflicts of interest.

Solution

Zertia utilized a rapid application development approach to this challenge to create an enterprise portal that was on-spec, on-time, and within budget. From a high-level, the solution included:

• Custom registration, login, and user management system
• User administration console to enable City employees to manage account information
• Public search, including a global keyword search, sorting capabilities, and ability to export
• Dynamic administration console allowing seamless management of all portal activities
• Form management system for creation of management of all e-file forms
• Custom reporting and business intelligence engine for accessing real-time information
